City prioritises training opportunities for staff and residents

The City of Cape Town allocated a budget of R118,1 million for training interventions in the current financial year, ending 30 June 2023. As of 31 March 2023, 84% of the total training budget has been implemented. The City’s Training and Development branch implements programmes that will develop thousands of ambitious and eager City staff members and external applicants within Cape Town. 

'The City's Training and Development branch consists of a passionate group of officials who are committed to creating development opportunities for willing and eager-to-learn city staff members and residents. I want to thank them for the work they have put in to see these programmes rolled out across the various City directorates.

'The training and development that happens during the course of our learnerships; graduate internship programmes and apprenticeships to name a few, will eventually strengthen the Mother City's work force with the necessary skills and education. It will, ultimately, provide individuals with a better chance of securing a job and building a career in future,' said the City's Mayoral Committee Member for Corporate Services, Alderman Theresa Uys.

As of 31 March 2023, the City had 1 413 internal financial support beneficiaries (bursars) and had provided 37 486 training opportunities to employees between 1 January 2023 and 31 March 2023.

For the first quarter of this year – from 1 January to 31 March 2023 – the City created 682 external training and development opportunities against a target of 335.

The various training interventions implemented for this period included the following opportunities

  • Work Integrated Learning (WIL)
  • Graduate Internships Programme (GIP)
  • Learnership programmes
  • External Financial support (external bursars)
  • Apprentice opportunities.
  • Skills Programme
  • Vocation (a programme where external bursar students do their vocation training at the City)
  • Job Shadowing

'While these programmes are driven corporately by the Human Resources Department, the full participation and support from the various line departments continues to contribute to the successful implementation of these opportunities,' said Alderman Uys.

Apprentices are often placed at Electricity Generation and Distribution; Public Housing; Roads Infrastructure Management; Public Transport and Waste Services.

One of the major highlights has been the collaboration with the Water and Sanitation Directorate to enter into a Service Level Agreement with the College of Cape Town for the provision of training towards Public Administration Learnership at NQF level 4. This resulted in the successful implementation of a learnership opportunity for 10 unemployed students or learners with special needs over 18 months. They were placed within various Water and Sanitation departments, and three students were permanently placed within the directorate.

The City also offers an Adult Education and Training programme to employees to complete their General Education and Training Certificate in the first band of the National Qualifications Framework. The Training and Development branch has achieved great success with some of these adult learners who have excelled within the Language, Literacy and Communications and Tourism categories in particular.
